We evolved from animals that had one hole for everything, and even today sometimes humans are born with a "persistent cloaca." Birds, fish, and reptiles currently still have only one hole, and most of them just sort of push their holes together for mating. Some males ( some species of swans and ducks) have a penis, but most do not.
